The Stellenbosch Municipality has published, in terms of section 156(2) of the Constitution of the Republic of South Africa and section 11 of the Local Government: Municipal Systems Act, 2000, the Stormwater By-Law. The By-Law regulates, inter alia, the municipality’s obligation to regulate the stormwater management systems in built-up areas and activities which may have a detrimental effect on the development, operation or maintenance of the stormwater system.
