The Council of the Dr. Nkosazana Dlamini Zuma Local Municipality has, in terms of section 156 of the Constitution, 1996 read in conjunction with section 11 of the Local Government: Municipal Systems Act 32 of 2000 introduced the By-law relating to the Removal of Refuse. The By-law regulates, inter alia, the prohibition of dumping and littering.
