The Swellendam Local Municipality has, in terms of section 156 of the Constitution of the Republic of South Africa, 1996, enacted the By-Law relating to Water and Sanitation Services and Industrial Effluent. The By-Laws, inter alia, regulate water and sanitation services, waste-water and sewage disposal systems and industrial effluent activities.
